In 1901, Egyptologist Gustave Jéquier, a member of an expedition headed by Jacques de Morgan, found the stele containing the Code of Hammurabi in what is now Khūzestān, Iran where it had been taken as plunder by the Elamite king Shutruk-Nahhunte in the 12th century BC.
The code was discovered in 1901 ancient Susa and I can't say for sure the answer to your question so I can only speculate. The code was carved in a diorite stone which is 7 ft tall. The stone is heavy as it is so I can speculate it was carved where it was found.
