Most were chartered companies with stockholders.
The company was founded around 1600 by the granting of Royal Charter (essentially a monopoly on trade to the "East Indies") to a group of London merchants, headed up by Sir George Clifford, 3rd Earl of Cumberland (at least in name.)
There were "215 Knights, Aldermen and Burgesses" who all put money in to found the company which used their capital to send ships to buy goods from India and sell them in London. The company was managed on their behalf by a board of Directors
There were already several companies trading for other nations, notably the Dutch (the OVC) who had the situation more or less sewn up at the beginning.
The HEIC started small and got very, very big!
