It seems that the above sentence is just a loose paraphrase of a quote from Zechariah Chafee's publication "Freedom of Speech in War Time" (1919):
Your right to swing your arms ends just where the other man's nose begins.
Interesting point is that this sentence is also pretty often wrongly attributed to judge Oliver Wendell Holmes.
