This definitely goes to Jean-Luc Picard, as portrayed by Patrick Stewart. I think what makes Picard such a great captain in particular is the personal responsibility he feels for the safety of everybody on board his ship, whether they’re a member of the crew or family. Throughout Star Trek: The Next Generation, Captain Picard displayed a deep camaraderie for those who served under him, despite his outward demeanor usually being professional and stern. It’s this balance that I feel not only defined him as a captain, but showcased what made him the best captain.
For me, it has to be Captain Janeway. I love that she’s such a passionate scientist before she’s anything else—with the others, I feel like their main talents are mostly leadership-focused, and in her emphasis on scientific discovery, she always felt a little more three-dimensional to me. I love that she’s allowed to be kind and nurturing at times and cold and commanding at others.
As a woman who has a hard time being assertive or authoritative, it’s really powerful to watch her walk onto the bridge and say, “Report.” She doesn’t say, “Hey Tuvok, I know you’re super busy, but when you get a chance, I’d love to maybe get that report from you if that’s okay.” She says, “report,” and she demands a response. I had never really seen a woman command a room in that way, in real life or in fiction, until I started watching Voyager, and now I try to channel that energy whenever I’m unsure of myself.

So, you asked who was the best CAPTAIN. Not which I like more or which was the more interesting character. So I think I have to say Picard. Kirk was more interesting. Kirk was more fun. But Picard ran the ship in a way that was more ... responsible than the 'run n gun' Kirk. Picard is closer to how a real modern naval commander behaves. Kirk was more like a General Patton.
