Jenna Cavanaugh is Toby's blind sister. She was blinded when Ali (who was actually Courtney at the time) threw a firework into the tree-house and blinded her by accident. She meant to scare Toby, not blind Jenna. Jenna is moved to a school for the blind and Toby is taken away because he takes the blame for Ali. Jenna and Toby come back in the series and Toby is suspected to be "A". Jenna is later killed by the gazebo worker in the book "Heartless". Courtney does not exist in the book so please don't question it. Fine! It is Alison's twin sister.

Actually, Jenna is the girl "Ali" blinded, but contrary to what the first books led us to think, "Ali" and Jenna planned the whole thing out because Toby (her stepbrother) was abusing her and they knew this would get him sent away if he took the blame, which "Ali" blackmailed him into by saying she'd tell the police about what he'd done to Jenna if he ever denied that he did it. And just so everybody knows, Ali is known as Alison or Ali, not as A. A is the alias of the person who blackmails the girls (Spencer, Hanna, Aria, and Emily) about the secrets they told Ali (First Mona, then Alison herself after Mona is killed)

The person who planned this with Jenna is not actually Ali though. Ali's institutionalized twin sister escapes and sends Ali back instead, then plans to ruin Ali's life. When Ali escapes, she kills her sister, which is why they find the body. Then Ali becomes "A" to cover up her crimes. The real Alison later kills Jenna because she thinks Jenna knows too much about how she killed Courtney, her sister.
Jenna is the girl that Ali, Spencer, Emily, Aria, and Hannah blinded by accident by setting off a firecracker (or something like that) in her garage. Only Jenna, her stepbrother Toby, and the girls know about the incident, hence, "The Jenna Thing".

To answer your question, no she isn't A. You might need to read this over a couple of times because it may get confusing! When Maya (Emily's girlfriend) moved into town, she put all of Allison's belongings aside outside on her porch. Mona came by one day and found Allison's diary which claimed all of the girls secrets in it. Out of the four girls, Hanna was always the closest to Mona( at least Hanna thought they were). Hanna eventually found out that Mona was A and Mona then hit Hanna with a car, which made Hanna lose her memory and train of thought of Mona being A. Spencer was second to figure this out and Mona attempted to throw spencer off a cliff, but Mona was the one to fall off instead accidently. Mona died after this occurred.in other words, the 'original' A died. The second A is Allison/Ali. This part gets confusing, but once you get it, you will scream lol. So, Allison wasn't an only child. Allison had a twin named Courtney. Courtney was in a mental facility Because she had mental issues. The confusing part is that Ali was never Ali, it was courtney pretending to be ali. The twins parents mistakened them both and the parents ended up sending Ali to the mental facility not Courtney. Courtney took over and mimicked Ali's whole life. Courtney got rid of Ali's friends and became friends with the four girls, Hanna, aria, spencer, and Emily. Courtney (fake ali) always lied to the parents as well and said she will Ali so the parents wouldn't suspect anything. In other words, the girls always thought she was Allison, but they never even had a conversation with Ali ever, it was Courtney and Ali was in the facility. One day, Allison actually escapes the mental facility And when all of the girls are sleeping in the barn one night, Ali revenges against Courtney who was preventing to be her the whole time for years. To get revenge on Courtney, Ali burries Courtney alive. So now that Courtney is dead, everyone thinks that Ali is dead, but it's really Courtney. Ali is still alive! When they find the body of which is actually Courtney's, They think it's Ali, but she's alive so she is the new A. Ali is a killer but when she finds aria, spencer, Hanna, and Emily Who Ali doesn't know because she never was friends with them, which Courtney was, Ali locks them all in a room. In the room is Spencer's sister Melissa who Is tied up next to her dead boyfriend Ian. A (Allison) sets the room on fire But managed to escape so Ali gets killed. That is who A is currently and to me myself it's so confusing. But all of this information is right and I am gradually getting to know everything better and Better. I got a secret, can you keep it? SPOILER #2: In the episode of when Hanna supposed sends a nude photo of Kate around in the locker room, it really wasnt her. Kate leaked out her own photo. She photoshopped her head onto another body. In public one day, Hanna's wandering eyes caught a birth mark on Kate's stomach and in the picture she didn't have that birthmark! Interesting huh?
