The Tutsi population was over a million people in the time of the Genocide whose whole purpose was the exterminate all of them which took a long time.
Another factor was that there was little to no help to the tutsi people from the western Superpowers because of the fact that the country has no valuable Natural Resources.
it only has people and land, neither of which the united states army gives a sh*t about.
So with such a large number of people to kill with nothing in your way, will take a long time.

The Difference between the Hutus and the Tutsis was based on European Imperialism. Rwanda was originally occupied by the Germans and then later the Belgians. The Europeans thought that the Tutsis were ethnically superior then the Hutus because of the fact that the Tutsis had lighter skin. This resulted in preferential treatment for Tutsis. The Hutus resented this special treatment. The Europeans made Hutus and Tutsis have identity cards with their race printed prominently on the pass. This was how the Hutus identified Tutsis during the genocide. In short the Hutus resentment of the Tutsis were caused by the Europeans that colonized Rwanda and their pseudo science. Also note that the Tutsis were the minority population but got more rights because of the color of their skin

No other African country is going through genocide except Sudan, particularly Dar-Fur but if you mean civil war then you can include Sudan, and add countries like Somalia, democratic republic of Congo, Burundi, but that's it. When it comes to genocide though only one country fits into that, so there is no wide spread genocide going on in all countries in Africa.
