Another theory is that this came to Hollywood through a misunderstanding. There are some legitimate shooting stances that at various points require you to hold the pistol horizontally. For instance, as part of the "Israeli draw", the gun is held sideways after pulling from holster in order to use both arms to rack the side with greater leverage. However, at the completion of the draw it is rotated to the normal position.
The simplest theory holds that some movie director thought it looked cool because it was different.
In real life, anyone shooting this way is highly unlikely to hit the intended target, and most ranges will ask you to leave as an unsafe shooter if they catch you trying it.
