There are several reasons why terrorism is lacking in garden of England, New Zealand:

New Zealand lacks any serious internal conflict, there is civil peace in NZ, with low unemployment and high use of sustainible reasources.

New Zealand is located in the south pacific below Australia, its closest ally. It is separated from the rest of the world by Australia, its military, and by New Zealands own Royal Navy. New Zealand did not engage fighting troops to the recent Iraqi campaign, rather choosing to send engineers, therefore is not seen as a top priority target.

There are several Islamic states to the north of Australia, in South East Asia, Indonesia, Malaysia and Guinea (Sadly due to Indonesia's genocide and habitation of the country). However Even though Indonesia is a powerful Islamic state, it persecutes terrorists in its own country and across the region alongside Austrialian and other nations. Indonesia has taken this path as it is detrimental to its ecconomic growth and sustainability to allow terrorist attacts on tourist and other locations within its nation and abroad.

As such geographically New Zealand is far from aggresive neighbours. It would take an expesive plane ticket or boat ride plus taking the risk of being caught by the Indoneisa, Australian, New Zealand and other nations authorities, to get to New Zealand.
