Well according to what I found, in Superman #132 issue (around October 1959) this occured. Batman and Robin give Superman a chance to see what life on Krypton would have been had it not been destroyed. In the issue Kal-El still has the famous Superman suit and works with the Space Patrol of Krypton, apparently this would have been the regular look of the patrolmen. I believe he is still an average Kryptonian (without super-human powers) in the beginning. He evetually loses his father and mother (as well as his younger brother Zal-El) when their rocket crashes into an asteroid. Later in the issue he obtains his super powers with the help of a ray invented by a friend. He states at the end of the issue "How strange fate works! If Krypton had never exploded, I would have ended up there as Superman!".
There are different supergirls. Kara grew up on Krypton and was sent at the same time as baby Kal El. But her ship did not reach Earth until Kal El (Clark Kent) was an adult. She takes the name Linda Lee and is adopted in Midvale by the Danvers. There is another version where she is created by Lex Luther and goes to live with the Kents in Smallville.
