It's based on his coolness and looks more than anything else. But she also has growing feelings for Naruto and she knows that, but doesn't understand what they are in the least. In my opinion the only emotion Sakura wouldn't understand is true love, so that's why I'm pretty convinced she loves both(maybe Naruto a little more). However, Sakura needs to recognize that, but who knows how long that will take.

In the sasuke retrieval arc, the goal is to stop sasuke. Sasuke ignored naruto, who told him about the other 4 ninja (Shikamaru, Neji, Kiba and Choji) risking their lives to save him.
