the charter act of 1813 ordered an annual sum of rs 1 Lakh to be set aside for the purpose of education in India. there was however no clear guideline as to how it was to be utilized. the money lay unused till 1823 after which there was a heated debate on its utilization.the Orientalists wanted the promotion of traditional Indian learning and a bit of western science using the vernacular languages.the anglicists wanted the promotion of western learning using English as the medium of instruction.the debate was ultimately resolved in favour of th anglicists. Thomas babington macaulay, a high british official wrote in a note that a single shelf of a good Western library was worth the entire literature of India and Arabia.influenced by this statement ,governer-general William bentinck passed a resolution in 1835 formally introducing English education in India.in 1844 ,English was made the official language.
