No, even at capacity, there were only enough life boats for about half of passengers on board. More would have been saved if the boats were filled at capacity, but not all.
The lifeboats on Titanic were not filled to capacity but they did hold 712 survivors.
Alexander Carlisle proposed 64 lifeboats which was reduced to 48, then 32, but only 16 were installed, enough for only 1,178 people if all boats were filled. Thomas Andrews insisted on the extra 4 collapsibles which saved more people, including Ismay who escaped in collapsible C!
Dispite having the potential to carry enough to hold everyone on board, the decision was made to only carry enough to hold 52% of the people if they were filled to capacity which they weren't.
Fourteen main lifeboats with a capacity for 65 people each two emergency sea boats 40 occupants each. four collapsible boats 47 each that adds up to total of 20 boats on Titanic. If all the lifeboats were filled to it's maxium capacity, there would only have been room in them for 1178 people. half of them will die...
because the crewmen were rushing to get people on the boats they didnt know how much time they had to save people. also the crewmen that were loading the boats didnt believe the capacity of 65 was right they thought the boats would sink, therefore plunging the people in the boats into the icy water, but they could have been filled to the full capacity.
When Titanic's officers and crew were putting people in boats, they did not save the men first - but if they filled the boats regardless of gender, more people would have lived.

Because everyone was panicking and trying to save themselves and were being way too heartless to help others.
Two boats were filled with 70 people. Lifeboats #11 and #15.
Titanic did not have enough boats for everyone. Although she actually provided more lifeboat accommodation than was legally required, the disparity between her capacity and lifeboat capacity was 2.369.
1,228 if all boats were filled to capacity.

I think you worded that wrong. The ifeboats on Titanic WERENT completely seated when they departed. The reason for this was because they were afraid that if you filled it to maximum capacity, then it would flood and sink, which it wouldn't!
they CLAIMED that the titanic was unsinkible therefor they put only 20 life boats on the titanic, which was not even enough for atleast half of the people on the ship. But each life boat was tested by 75 men on each boat.
