Use an automotive test light and see if you have power at the cigarette lighter accessory plugs. Than test both prongs on the fuse installed with the light. See if the fuse is getting juice.
either the accessory wire is unhooked or theirs a blown fuse!
Wow, that question got edited pretty horribly. I meant to ask why is it that Fuse # 3 has no power at the fuse box? Also all accessory circuits have no power, except cigarette lighter.
There is a fusebox inside the car on the driver's side under the dash (near where the driver's left knee would be if driving the car), you have to remove the plastic panel that is at the back of the storage comparment. Look for the 15amp accessory fuse in this box, the radio is on that fuse.
It is labeled ACC (accessory) and is located under the driver side dash. to the left of the fuel/hood release. 15 amp BLUE fuse, bottom left if i remember correctly!
It is in the engine compartment electrical center. it's a 20 amp fuse. the fuse location key under the electrical center cover names it AUX PWR.
The fuse for the power outlets is in the fuse box under the hood next to the battery. It's a 20A fuse called "cig/acc'. It is at position 8 in the power distribution center.
The 2000 Nissan accessory outlet fuse can be found in the fuse box. The accessory outlet fuse will be in the second column, fourth from the bottom.

Lots of times this is an Accessory fuse used to power an added accessory. On some vehicles it powers the heated seats.
That depends on your car. You should check the manual. If it's not explicitly mentioned, you should check in the manual which fuse belongs to the accessory supply and then check the rating of that fuse in the fuse box.
