Yes. It could play jazz, but it usually plays orchestra, slow pretty songs, or upbeat music. Also the famous Clarinet player, Woody Allen has played jazz.
As far as I know, I haven't seen a single clarinet in a jazz band (sure in a marching band, but not in jazz). My friends who play clarinet are also in the jazz band, but intead of playing their clarinets, their switch/use saxophones instead. So, no, I don't think clarinet is a jazz instrument.

As a student instrument, it is one of the best woodwind starting instruments, as it is comparatively easy for a clarinetist to add saxophones and flute to the instruments he/she plays. Clarinet is also a good stepping stone for players who want to play double reeds, like oboe and bassoon.
