Not only can you use an iPad 3 as a computer, it is a computer. It is just a computer that cannot run the same software as a PC or a Mac. You can surf the web and take notes and do all of the things your average computer user does on an iPad or on any Tablet Computer.
The Ipad can be an Ipod but the Ipod can't be an Ipad. The Ipad has a built in ipod where you can play music and speakers so you don't need headphones to hear your music. However, it can do much more like surf the web, watch videos, use 3G, etc. that an Ipod (nano and shuffle models) cannot do. The Ipod touch can do all these things except use 3G data plans and view web pages in a full screen.
