You should not need to as it will attempt to set itself automatically from the WWVB radio signal transmitted by NIST in Colorado. Most clocks of this type won't let you set them manually, but this one will.
In case the atomic clock is not able to detect the WWVB radio signal (disturbances, transmitting distance, etc.), the time can be manually set. The clock will then work as a normal Quartz clock.
