To examine it more closely, it would be important to define "meet". If one wishes to simply "see" a celebrity, then living in the Los Angeles area will give you a reasonable chance of that. Especially if you are hanging about places they are likely to be, such as popular restaurants, clubs, special events, grand openings.
If by "meet" you mean a verbal exchange, even as little as "how are you?" "I'm fine, you?", that would be different.
You could be a part of a group in your town that has fundraisers, and for an appropriate fee, many celebrities will travel there (at your cost) and speak. Sometimes, if your cause is good enough, they may do this for free.
Failing that, you could have the connections that the first answerer refered to. Or you could simply call a celebrity's agent or secretary and ask for an appointment - they'll want to know for what, though.
Failing that, you need to be where they will be.
This still could be in the same way as just "seeing" them. If you repeatedly go to Spagos in LA, I imagine you'll see a celebrity eating there. You could, though it's looked down upon, go up to their table and introduce yourself. You must have some purported reason, and usually that is for wishing an autograph. That's even more frowned on, as they are people, and sometimes just wish to eat.
You should not hang about their houses, in spite of the availabilty of "maps of the stars". This is rather like stalking, it's a bit eerie, and practically speaking, most homes are gated, so you'll just see the limo leaving. Homes should be sacrosanct.
However, you may feel you have legitimate need to meet with a celebrity, such as to pitch an idea for a script, or to solicit their aid for a charity, and lesser means have failed.
You could contact what are called the "papparazi". A newsman could assist you in finding them. The papparazi's job is to know where the celebrities will be, and if you can convince them you have a good reason for meeting one, they may help.
Or you could get a job in which you will have reason to interact with them. This could be the big ones like "agent", "producer", etc., or it could be some low level position that still deals with them. Most of those big jobs take a lot of training and experience, as do others like "personal assistant" or "bodyguard".
But what about the waiter at their favorite restuarant? Or the security officer at the building their fitness club is in? Or the janitor? Any of these low key positions are reasonably accessible to all, and would provide an opportunity for a "meet". Such a meet would probably just be a "how are you doing?", but it could lead to more.
Remember in all of this, the further you go, the more of a good reason you should have. And that the celebrities do have some right not to be bothered. If you get a meet, make your pitch and be done with it. They are approached by thousands with "sure fire" investment opportunities, good causes, and "blockbuster" scripts. You should not take it personally if they choose not to pursue your idea.

Anyway, if you want to meet a celebrity, take a trip to Los Angeles or Hollywood. Go to singers' concerts, actors' stage performances, etc. Also, help charities and volunteer to save the planet and raise money for the needy. Usually, celebrities come to any charity funds.

Your best bet is to go to Hollywood and walk around, take the TMZ tour bus ride, grab a star map, or go to a place that is frequently visited by celebrities ( i.e. katsuya , P.F. changs, night clubs, gyms,etc...)
Becoming a paparazzi or other profession that follows celebrities is effective in meeting one. There are different contests you can get involved in to win a day with them or meet them. If it is an famous musician you may get backstage VIP tickets and meet them that way. Checking this famous person's website could help because you can check for sightings or ways to contact them. If it is a famous author many give email addresses on their sites. If it is a actor/actress you can go to their premiers. In general, the best way is to go to signings or events where the person is there, or being in the same area they are in so you might see them on the street.
You can get backstage passes, although they are normally very expensive. Or you can go to meet and greets, but depending on where you live will determine whether people will have meet and greets in your city.
