Don't think you can I've pulled the panel off and looked at everything but there dosent seem to be a manual release. Stupid design if you ask me I'm dealing with the same issue now let me know if you find an answer.

I had a 97 Grand Cherokee, and I found someplace on the internet(sorry I don't remember who) that had the oem replacements. The ones found locally would have worked, but the oem's pivoted on a ball joint. Then it was simply a matter of swapping them out.Four screws each, and it was done. Hope that helps.
mine is out right now i know how to get it out just having problems finding a new one aftermarket it is located inside the rear hatch panel there is 6 screws you take out and then then unhook the 2 wires for the rear window defrost and then the panel just pops off the lock motor is the really big one in the middle of the door it has a manual another easy way to identify it is it has a manual lock lever on the driver side of the actuator... as far as removal make sure you have the new one handy and take out the old and replace the same way hope that helped some Grinding noise inside the liftgate when using the locks. Either won't lock or un-lock (Mine won't lock. Broken drive gear, broken axel on switch gear. Bad design.) Removing the trim: - 5 screws, 2 defroster connectors. Grab the handle at the bottom and pull to remove the 10 trim fasteners. You will break a few of the yellow fasteners, maybe the green. The trim panel is pretty tough, pull forcefully, but carefully... Last are the top 4 white fasteners. Pull back the rubber waterproofing panel halfway, carefully (if you are clean, it may re-stick OK, otherwise, use adhesive when reapplying). One torx screw to remove the actuator. Locate a new actuator and enough new clips to replace the ones you broke. Reinstall actuator. Start trim at the bottom yellow clips and work your way up. This body style has a terrible issue with the liftgate actuator. You need to check to see #1) Is the relay clicking when you hit the unlock on your FOB. This is located in the fuse panel by the driver's left leg. #2) Put your ear on the liftgate and listen for a "clunk" when you hit the unlock button on your FOB. If you hear both, then most likely the actuator is faulty and doesn't have the strength to move the armature for unlocking, or in some cases, the armature actually is getting caught on its own bracket. Crawl into the back and pull the plastic out directly in the middle of the liftgate at the seem where the top panel meets the bottom panel. The latch is right there. By sliding your hand in, you can manually unlock the liftgate and if needed, unplug the actuator until you get it fixed for good. Hope this helps.

You're not going to like the answer. There in no $50 actuator available like the doors. You have to buy the whole actuator mechanism $285 (dealer or online). Actually replacing it is fairly easy but tedious. Start at the middle seam and carefully pry out the snap clips that hold the plastic panels on ... working your way around the outside edge as you go. Once you get it open it's pretty self explanatory.

If the liftgate will not stay up when you open it, you need to replace the two props ( they look like little shocks ).

Either front door or rear liftgate should work.
The liftgate, and both front doors should have switches on the key cylinders for disarming.
If the key will not work in the door or the liftgate, you will need to call a locksmith or break a window.
