The Jeep should run OK without the catalytic converter. The 1995 year only has one oxygen sensor in the exhaust and it is before the CAT. If the 1996 version has one ahead and behind, it will not run well without the CAT. I have gutted the one on my 1995 and I have noticed and improvement in mileage but it is a bit louder. May want to check to see if Chrysler will warrant any of it if the ceramic plates inside the cat have fallen loose and are blocking the outle to the CAT. This is a common problem on these. Rather than replacing the CAT with a test pipe, remove the existing one and gut it (if the body of it is good shape. You can gut it with a long screwdiver and a hammer. Make sure you wear a dust mask.
