he wants to, just as long as he keeps it all inside a frequency band allocated to the
amateur service. But the more spectrum he uses, the less there is available for other
users until he shuts down. So there's a great incentive within the hobby to achieve
communication with the narrowest possible radiated signal, and that's typically what
hams do. This practice also has the wonderful ancillary effect of making it possible
to communicate farther with less power.

If a town were to lose power or a disaster strikes, there are assigned groups of people who are trained in these situations. In my hometown we have what is called 'A.R.E.S.' which is Amatuer Radio Emergency Service. It is all voluntary, and in order to be with an A.R.E.S. group, you need to have your ham radio license. There are many ham radio clubs around the world. When you become a member of a local ham club, you would be considered a club ham radio operator. There are clubs that have a repeater that they own and/or maintain. The club would have it's own call sign with the repeater.
