State law in Illinois: Only bans school bus drivers and those under 19 from speaking on their cell phone HOWEVER: it IS illegal in Chicago. I have not heard of any other towns/counties in Illinois, but Chicago is enforcing the cell phone ban. You must be parked to use it or use a headset. Fines are like from 50 bucks up...but there is a special hefty fine if you are on a cell phone while you are involved in an accident.

No. This only relates to the use of a cell phone while driving.
That's a distraction that you don't need or want while driving. Look at all of the boneheads who cause accidents because they're hanging onto a cell phone or trying to text. In a lot of states it's now illegal to use cell phones while driving, and some of them are starting to ban texting. If you were to cause an accident by taking your eyes off the road to fiddle with a CD burner, you'd probably end up in similar doo-doo.

No. It is illegal to be driving a car while holding the phone up next to your ear, but if you have a hands-free device such as a speakerphone or a Bluetooth headset, even driving and talking is permitted. It's also illegal - and stupid - to send or receive text messages or to type anything on the phone while you are driving.

I don't think so.

Many states have bills in progress to outlaw hands on cell phone talking and texting. That is because there is a linkage to increased accidents and deaths while driving using a cell phone.
