If the Christine cannot hit the note every performance they use a recording. The high note Christine sings (the highest note in the show) is an E, and sometimes the note strains the voice so they give the girl a break.

Patrick Wilson who plays Raoul sings the male part of "All I ask of you" with Emmy Rossum as Christine Daae singing the female part. I believe most, if not all the actors sung the part of their characters.
In Andrew Lloyd Webber--Phantom of the Opera both stage and film, the Phantom is singing. Yes, there is a scene in the Andrew Lloyd Webber's 2004 version of Phantom of the Opera has no singing. It is the scene that Maddame Giry tells her tale of the Phantom and his childhood. In that scene there is no talking ethier though. There are many parts scattered around the movie though, that have talking. You just have to look for them. 1925 with Lon Chaney, he is not singing at all through out the silent film. 1943 with Claude Rains, he is not singing at all through out the first colored film. Only Raoul and Christine sings.
