Based On the Information I have received, The only way your going to find an allright bass is if you spend at least $1500. Anything under this will only last for a year or two without having to go for repairs.

By default, a bass is tuned to E-A-D-G from low to high; but there are other factors that can alter this such as the bass having more strings(typically a 5-String would have a low B before the E, and a six would have the B as well as a high C above the G) but they can be tuned to any number of tunings the same way a guitar(or any stringed instrument for that matter) can to suit the rest of the song / composition or to make something easier to play.

eBay has many electric upright basses for sale. Another good place to purchase an electric upright bass is from a music store like Gibson Custom Shop or Dave's Guitar Shop.
Jazz and R&B are good for plucking. I've seen some folk artists use upright plucking too. Upright bass plucking is good for songs that aren't too heavy and have a relaxed feel.
if you are a beginner on the bass a good bass would be a squier affinity series jazz bass or precision bass. the jazz bass has a slimmer neck than the p bass but the p bass is a better bass for crunchy tone . i got the pbass.
A good quality bass is at minimum 300$, now not to say a bass under that is bad, bass guitars depend on what genre you play. Example, Fender is a good punk rock bass, but I have a classic Fender P-Bass at 210$. it is an amazing punk bass for the price. So I personally wouldn't relate a bass to money and quality, some bass guitars are good for some kinds of music, and some are not. Find out what genre you like, and buy a recommended bass for that genre.
