Different countries have different laws governing music distribution. Since u said lyrics video I assume u mean youtube or something like that. I don't know the laws specifically, but it could be that whatever song you're making the video for can't be shown with lyrics in that country or is a version of the song that is only allowed to be distributed via cd in that country. Simple answer is different countries have different laws. If you want to know how to change your video so that it can be viewed in Ireland and UK u'll need to look up music laws or do some trial and error upload attempts and see if they stick.
