The question was asked about pickup covers, not the pickguard, and the answer is, no, the plastic covers that go over the pickups aren't necessary, they are cosmetic, but it would sure look ugly without them.
There are many places that one can purchase a pickup for a Fender Stratocaster. One place would be directly from Fender's official website which has an online store. Another option would be from one's local music shop, such as Long & McQuade.
On Craigslist many pickup to easily slide/rest into the sound hole will run you from $15 to $ 125. Many do NOT require you to drill and the cable from the pickup could be short with a 1/4inch female plug or a longer cord with a male 1/4 inch plug.
Usually if the pickup goes it won't start. Year, Make, Model, Engine size would help here. Module & coil are popular also. When does it stall? Hot? cold? Idle?
check your fusible link,its connected to your positive battery cable,it could be burnt or swollen.

check your fuse and your brake light switch on your brake pedal lever.
Check your fuses if it is not your fuses i would say check your hazard switch, mine went bad on my Nissan and caused that problem
The engine may be low on oil, when you make a turn the oil pickup tube sucks air and the oil pressure drops. Check the gauges when the light comes on, one of them is out of range.
I would have to say yes BUT what part are you changing?? You can change the engine if you want but it is hard.

If it is not speced correct for it then, yes.
It'll fit, but it probably won't work very well, as a 1996 transmission would be wholly electronic, and the 1990 transmission would not.
