I don't think anyone knows the exact date, but it was almost certainly the Chinese or people of Asia, since they seem to have invented gunpowder. Cannons were used as far back as the 1100s or so, but they were not very accurate. They also tended to be very large. There is a huge cannon in the city of Lahore, Pakistan that I've sat on, in defiance of municipal orders.
