No, he drives people insane.
I have a '98 disco and I believe the light you are talking about is an emission light. it could also be your check engine light but I think that one is red. the emission light comes on at certain mileage point. I think it's 60k and 105k. It can be reset by removing the kick panel on passenger side right side floor level. Remove the kick panel, you will find a small box tucked in the back corner with a land rover sticker over it. there is a small hole under the sticker. Push a small Allen wrench though the hole to short two pins out and reset the light. I believe the ignition needs to be on. A great resource of land rovers is discoweb.org and you should be able to find almost any answer you need for disco's there.

the relay is in the abs pump
The fuel pump relay on a 1999 Land Rover Discovery is located in the engine compartment fuse box. To access it, open the hood and look for the fuse box near the battery. The relay is typically labeled, so refer to the diagram on the fuse box cover for identification. Make sure to check the relay's condition if you're experiencing fuel pump issues.
There isn't one as such. The horn circuit goes through a Multi function control unit. It's a red box that is attached to the back of the fuse box that is located under the steering column.
