The radio volume doesn't change - it is the other ambient noises associated with increasing speed (road noise, engine revs, other vehicles) that make it appear that the radio is getting softer.

The faster you go, the louder the surrounding noises get. Air flowing around the car, tires on the road, etc. They are hard to notice because they build slowly, as your speed increases. Since the radio has a fixed output, (the volume knob), it gets drowned out by the road noises as you drive faster. And when you adjust for this, the radio is suddenly too loud when you stop and those noises go away. Speed compensated volume tries to adjust the radio automatically so it isn't too loud when you slow down, or too soft at higher speeds. If it's doing it's job right, you'll never notice it working.

There is a feature on the newer GM radios that the volume will change with the speed of the car and the noise generated, I believe there is a way to disable that function on the radio but you will have to look it up in your owners manual.

To prevent distractions, the radio volume should be controlled by the driver. However, the driver should not adjust the radio controls while driving. Also, any volume affecting the driver's ability to hear the surrounding environment both in and out of the auto is unsafe.
Measure out some water in a measuring cup or something similar. Write down the measurement if you wont remember it. Then drop the car in the water. subtract the volume of the water without the car from the volume with the car. This will work for any irregular object. Hope this helps.
The owner's manual tells you how to lower the chime volume, it is changed through the radio. It's not possible to completely silence it. Addition: With the car turned on and the radio off press # 6 on your radio buttons and that will change it from normal to loud (even though the normal is loud as it is).
