Check the sway bar bushings. Also make sure there is the correct amount of air in the tires.

I have a 2001 Jeep Grand Cherokee and it does the same thing. I called the dealer and they said it is most likely the sway bar link/bushings. I'm going to replace today and hope it works since it's an easy fix.
I have a 92 Jeep Cherokee that started doing the same thing. It turned out that the left front tire had lost a wheel weight and was out of balance. I put new shocks and dampner on it while I had it out of service. Best of luck. It could be a plugged fuel filter. Is it a surge type feeling back and forth like running out of gas?
Could be a bad shock absorber or shock absorber bushing. Could be bad bushings on the rear sway bar (if equipped).

If the Jeep is setting level there should be no tension on the rear sway bar. Also, it should not matter if the Jeep is on the ground. The sway bars on the Jeep Cherokee simply pass through a bushing and transfer force through leverage from one side to the other. hth
I had a similar problem with my 2004 Jeep Grand Cherokee and it turned out to be my front sway bar bushings and front sway bar link. The sound was a large clunk sound when I went over bumps. After I got it fixed there were no problems.
So the Jeep won't sway side to side on turns. Also keeps the body on the frame more securely
Why would be my question. *If for aesthetics only....it will ruin your fuel economy and add sway to the vehicle as it becomes more top heavy. I wouldn't do it.

Never saw a shock on a sway bar. A shock mounted to the steering linkage would be a steering stabilizer.
