This isn't even a question, it's an opinion. The closest answer to the truth is that lyrical Intelligence varies from band to band, across both genres. Some Heavy Metal bands make strong political statements in their songs, and can write very poetic and image-conjuring lyrics.

The same can be said about certain Punk rock bands as well, often leaning much further towards Politcally-charged lyrics, though nowadays modern Hardcore Punk (the predominant genre of the 21st century considered "True" punk), can use a mixture of both, but intelligence can range from Thug, street-gang intellect to artistic-poetic intelligence.

Heavy Metal I would personally say is the more intelligent genre, simply because the lyrics often cover a much wider range of topics, while still being able to cover the topics Punk rock does as well. The musicianship of Heavy Metal artists is usually more talented and trained than that of Punk Rock artists, but that is Subgenre specific (Sludge Metal being a relatively untalented Metal Genre, vs. Technical Death Metal---the name speaks for itself)
