Because he hates his stepmother and sister.
A little bit of a fetish. That's all there is to it. You might make light of it when you talk to him about it. Don't try to humiliate him. It's hard enough going through puberty without being painted as a weirdo. Anyway, he's not. That behaviour I would say is within the bounds of normality, meaning it's not in the center, but neither is it outside the behaviour envelope of a 12-year old boy in his situation.
