First take off the panel by popping off loose covers and pulling out the screws. You should then be able to pull the radio and look on the backside of the radio. The radio should have a fuse inserted there. Check to see if the fuse is blown and replace it.

I'm not a mechanic, but I believe the GEM (generic electronic module) controls the operation of the warning lights and chimes, among other things on your Explorer. It should be located in the centre stack area of your dash, either to the left or behind your radio, visible when the radio is removed. It has plug in wiring harnesses connected to it.
