You should call the DMV/RMV to confirm the status of your license. Physically having the license does not mean that you're authorized to drive, and if you're caught driving while your priviledges are suspended the ramifications can be severe. I strongly suggest that you get confirmation of your status before driving if you're not sure what's going on.
It may largely depend upon whether you pay the Delaware ticket. If you don't pay such ticket, information will be sent to the state in which you have a drivers license, which will cause that state to suspend your license until the Delaware license is taken care of.

differs from state to state, but i know @ least Texas & California are really strict; like, depending on the severity/evidence/level of street racing you are caught doing, you can have your car taken/impounded, crushed, drivers license taken up, and/or arrested. Getting a DUI has less repercussions than hardcore street racing. In Arizona, street racing is a misdemeanor ... could result in automatic suspension of all driving privileges for up to a year. Pay the cheap fee and do this at a race track.
Drivingt without a learners permit, and without a license, would constitute 'driving without a license' which is a misdemeanor offense.
