Could be a collapsed lower radiator hose, perhaps a bad thermostat.
At this point, I would have your cooling system pressure tested at a reputable garage. This will pin-point the trouble. Don't throw dollar bills at this till you know for sure the real problem.
Probably not. It could be the cooling fans, or the water pump. Does the temp go down to normal when you are going down the hwy? If so, its probably the fans. If the temp gets to 260 the fans should kick on, if not, I would look at the fan circuit, fan module, and fan assembly.

You could have a intake gasket leaking. You need to take it to your local mechanic, one that you can trust, have them pressure test you cooling system. Could also possibly be a head or head gasket leaking to the inside. You need to have it check asap.
I had this problem on my 2001 GC....had it fixed several months ago....there was a recall on certain yrs of the WJ style grand cherokee, due to bad fan bearings. Your cooling fan will sound like it kicks on when it should, because the motor does activate however the fan is not turning due to the shot bearings. Contact your local dealer, should be a free fan replacement if that is the problem.
There are cooling systems for the engine and the transmission. These are separate, and necessary to keep the vehicle from overheating.

If the cooling fan is turning slow on a vehicle then the motor is dying. The fans should be replaced in order to avoid an overheating issues that can arise in the engine.
Air in the system. Bleed the cooling system and remove any trapped air pockets.

Any sign of overheating, just replace the thermostat. On a 8 year old car it should be replaced and the cooling system serviced.
