I think you'd be better off using a film wetting agent, which is made specifically for the job instead of soap (which may have undesirable chemicals such as scent or emulsifying agents). GENTLY using a film squeegee as I'm not sure when manufacturers starting using scratch resistant coatings. Hang to dry using real film hanging clips at the bottom of the strip as well (to prevent curling) or spring-loaded clothes pins, but don't put them on the image area! I would also not use a hair dryer as you are liable to blow dust around, or heaven forbid, blow contaminants right from the dryer onto the film. If the edge of the negative does not have "Safety Film" printed on it, it is likely so old that it is made from nitrocellulose. Keep in mind that it is reportedly possible for this type of film to suffer from spontaneous combustion, but I don't know how likely that is. May be worth reading up on it if it might be nitrocellulose.
