Very much so. There are underwater volcanos where the plates are being formed. There are earthquakes where the plates push into one another. The movement of tectonic plates create conditions in which volcanoes and earthquakes occur. They don't in themselves cause volcanoes and earthquakes. The movements of tectonic plates is caused by currents of heat from the Earth's interior. That's the real culprit. Without that heat, the tectonic processes would stop and so would the volcanoes and nearly all of the earthquakes.

Although earthquakes can occur anywhere , they are more frequent in earthquake zones. These zones such as Japan & California lie near the moving margin's of the tectonic plates , called fault lines . The movements of tectonic plated is caused by currents of heat from the Earths interior.
