They flew it there aboard a spacecraft. The first spacecraft to launch a lunar rover was the Soviet Luna 17, towards the end of 1970. The first American lunar rover landed a year later by Apollo 15. I believe it was lowered to the surface via a folding ramp.

The unmanned Russian lunar rovers "Lunokhod 1 & 2" landed on the moon in 1970 and 1973 respectively, and both are still up there.
