Well if you think of it the Earth revolves at and about the same way it does in Pennsylvania, as it does in France, Spain, Australia, China, Russia, Egypt, and any other place in the world. The Earth Spins at and about ≈ 1,000 miles per hour. The rotational speed of the Earth at the equator is about 1,038 miles per hour. The atmosphere at the equator is also slightly thicker due to rotation, and you weigh slightly less. At mid-latitudes, the speed of the Earth's rotation decreases to 700 to 900 miles per hour. This could possibly include California, but varies on certain variables. Those variables being thickness of atmosphere, tilt of axis, and how much land mass is at the equator.
