Turkey is not currently part of the EU although there have been discussions about potentially allowing them to join if they sort out there Human Rights issues.

In terms of a geographical sense, the most Western tip of Istanbul and the country is classed as part of Europe whereas the Eastern part of Istanbul and the rest of the country is classed as being part of Asia.
