basically electricity rules the world through electrons...it creates the deficiency of electrons in an object(conductor1) which in turn when touched with the other conductor2 results the flow of free electrons from conductor2 to conductor1..analogous to chemical reaction.

the earth surface contains a variety of free electrons moving randomly..

the high voltage line when touches earth, the free electrons start flowing from earth to the high voltage line with a very large number of electrons and high speed..

if the line is thick(valuable size) and if there is some resistance to the flow of electrons then there would be no problem of line breaking but otherwise high speed electrons in very short duration of time when passes through a very low capacity conductor supporting less number of electrons to flow through will heat up the connecting(touching) point of conductor (analogous to welding) and will break it..
