This is a highly controversial topic, and one which cannot be answered here. However, one major consideration when it comes to Natural Resources is the concept of Common Good, which is generally thought to be a central tenet behind government (i.e. governments are supposed to promote the common good).
The potential answer boils down to who owns the actual resources in question: individuals owning the land, or the government as a proxy for the public. And, of course, the answer to that question can also vary according to the type of natural resource in question. Finally, it's not an all-or-nothing approach. Governments can take ownership of certain resources, regulate or restrict the uses of others, while providing minimal guidance ("best practices") on others.

The government can promote the idea of protecting water resources.
The citizens can check their water leaks and reuse some clean water.
The factories can produce less smoke and maybe we need less factories + industries.
India's natural resources include coal, iron ore, manganese, mica, bauxite, and natural gas. Its agricultural resources include land suitable for cultivating crops such as rice, wheat, sugarcane, and cotton. The country also has rich biodiversity and is home to forests, rivers, and mineral deposits.
Natural resources should be utilized thriftily to ensure sustainability for future generations. Overexploitation can lead to resource depletion, environmental degradation, and loss of biodiversity. Efficient and responsible use of natural resources can help prevent these negative impacts and support long-term ecological balance.
Using natural resources judiciously is important to ensure their sustainable availability for future generations. Overexploitation can lead to depletion, ecosystem degradation, and loss of biodiversity. Conserving natural resources also helps to minimize environmental impacts and promote long-term well-being.
Natural resources should be conserved because in the future we will be needing resources such as oil and petrol for many purposes and instead of using fossil fuels for producing energy and polluting environment and it improves the life span of it.
Forests should be preserved for public use.
People should help protect extinct species because they are for all our Natural Resources

The enlightenment concept that was represented by John Locke was that government should have limited powers. He did believe that the government should protect natural rights.
That the government should protect the rights of their citizens.
The environment should be protected because we only have one Earth. If we do not protect it, we will exhaust all our natural resources.
John Locke believed that people should set up a new government when the existing government fails to protect their natural rights, namely life, liberty, and property. He argued that when a government violates these rights, people have the right to rebel and form a new government that will secure and protect their rights.
