It is on the front passenger side behind the bumper below the headlight.
Seems "for what i have read now" the the engine compartment wire harness is bad from the orange feed wire causing the asd (auto shutdown) to trigger killing the power to your fuel systems for a shot time. I have the same problem and am attempting to fix it shortly

Where is it leaking from? Could leak from the radiator, hoses, or water pump.
If the dealer or a major part store does not have it, you will have to buy the pump assembly.
the 98 and 99 Plymouth neon's do not have a fuel filter, they have a fuel screen that right in line with the fuel pump. I found this out only yesterday when I was had to replace my fuel pump. If your car is not starting and blowing fuses for the fuel pump, you need a new fuel pump.
Believe it or not, water pumps can leak intermittently. If you can see it leaking there, replace the water pump.

the fuel filter in the 98 neon is located on the pump in the tank it is not serviceable so to replace the filter you have to change the fuel pump just did mine 2 weeks ago it takes about and hour you have to drop the tank after that it is pretty easy to figure out
what is the question? why it would overheat???? if so: because -thermostat is stuck closed -or no coolant -or head gasket leak -or coolant system leak -or bad water pump -or clog in coolant system -or ......
Classic fuel pump motor or relay. Do you hear the fuel pump when you first turn the key on? If not, you have a problem with the fuel delievery system.
In a 1995-1998 the fuel tanks are the same, So yes you can interchange the tanks. while your at it you may as well change the fuel pump as well.
I have a 98 neon .it had the same problem. take your tail lights out and put a thick bead of silicone where that gasket is between the body and the tailight and it should solve your problem. remove the gasket
