Calvin Coolidge is my choice. The others possibilities are Wilson.Harding and Hoover and here are my comments on the work of each one.
Wilson- served from Jan. 1 ,1920 to March 4,1921. He was far past his prime, having had a serious, disabling stroke and suffering from lost popularity due to his failure to keep the US out of WW I and his lost battle to get the US to join the League of Nations. He did some good work, but not much in 1920's.
Harding- served from March 4, 1921 until Aug. 2, 1923) His administration was one of the most corrupt in US history. Although he was personally honest, he did not seem to take his job as President very seriously and more or less let things go on as they would. He loved to play golf and poker and served liquor in the White House even though it was illegal.
Coolidge- served from Aug. 2, 1923 until March 4, 1929. Had a proven record as solid administrator as Governor of Massachusetts. Cleaned up the scandal left over from the Harding administration. Was personally upright and clean-living and was popular with the people, easily winning re-election in 1934. Could probably won easily in 1928 but he did not chose to run.
Hoover- served from March 4,1929 until December 31, 1929, so he did not have much time to do anything in the 20's. However, he was able to experience Black Thursday, October 24,1929, the most devastating Stock Market crash in history and his presidency never really recovered from that shock.
