They usually need areas of warm water to form over, which they have in parts of the mid-Atlantic, Caribbean and Pacific. Occasionally a hurricane that has come up along the coast of the United States of America may cross the Atlantic and head towards Europe. It will not be as strong as it would be before that, so the storm is not as severe. The north Atlantic is not as warm as the mid-Atlantic so the hurricane won't pick up as much strength.
