There is so called aGPS (assisted GPS) which involves the communication between fixed base stations of cellular companies - they make your life easier by means of using the GPS data of position of the cellular base stations.
Before receiving the signals of 3-4 satellites and processing of this data by GPS chip on board of your cellular phone you already have the positions of the base stations because your mobile exchanges informations with base stations. So the cold start time reduces.
So you pay for the infrastructure of the cellular company. Use normal GPS unit free of charges as long as the US Gov and manufacturers of the equipment will pay for it.
