You may not have a good connection one your "neutral" wire, somewhere between the breaker panel and the transformer.

Note that the neutral wire is the center of the 240 V feed, and if the connection is inadequate, dirty, oxidized... you may experience some neutral "float".

Make certain that the center feed of the breaker panel is tightened, and beyond that, there isn't much that YOU can do; you'll need to contact the local electric service provider.

Just a warning here...

if you haven't worked with live circuits before and REALLY know what you're doing, make certain that you shut off the power at the meter base before you attempt to do anything to the inside of the breaker panel. An open breaker panel exposes you and anyone else nearby to a very real and deadly potential for electrocution.
