The water most likely stinks because of your frogs urine and waste. I suggest cleaning it out every 1-3 weeks

Its ok as long as you let the water cool to room temperature before adding the water back to the bowl, or adding the betta to the water. Also, it is completely unnesseary to boil before putting in your betta's bowl.

Yes. In order for a frog to survive they need a warm, high humidity envirment to live. They also like to get into water so its nice to have a water bowl that they can get in & out of easily. Frogs are cold-blooded animals hence the need for warmth. Frogs also absorb most of their water through their skin hence the need for the humidity & a water bowl.
