If you do touch the glass with your bare fingers you must clean off the oil using clean industrial alcohol - pink methylated spirits - and clean off the oil thoroughly with a clean dry cotton cloth before you install it, otherwise the bulb will fail in a few hours of use. Most people don't know this, even electricians - and their newly-installed halogen bulbs burn out within a few days, depending how often they are switched on and off. The reason is that the natural oils on your skin stay on the surface of the special glass used in these bulbs. The intense heat causes the oils to react with the glass chemically and the result is that the glass gradually gets eaten away. Some air eventually gets into the bulb and the filament burns out.
So when you install a new halogen bulb always take care to hold it with a clean piece of non-fluffy cotton - a clean cotton handkerchief is ideal. Never ever hold it with your bare fingers. <><><>
