"C'est tu" means "It is you." "Ce" means "it" "Est" is "etre" (to be) conjugated in the "il/elle/on" (he/she/one) form "Tu" means "you" for one person (whereas "vous" is "you" when being polite or speaking to an adult or in ther plural form)
