I use Vista Ultimate and IE 7 but I found that in my case this problem was caused by Kaspersky internet Security Suite 7.0.1.325. Right Click on the Kaspersky Icon next to the Clock - Select Settings - Click Traffic Monitoring - Then Select "Do Not check Encrypted Connections" listed under Encrypted connections. I believe some people are having similar problems but the cause is Norton 360 and some have found that their time or date is not correct either in the BIOS or Windows.
